User pays

HELP, please. As a resident of Mill Street, Pakenham, for 14 years and a senior citizen who is a widow and pensioner and volunteer of the Brotherhood of St Laurence, I wish to draw attention to the burden the Cardinia Shire Council has placed on Mill Street residents.
We all received letters on 27 January and have only until 4 February to respond.
We have been told to pay an amount of as soon as possible, in my case $5900 just 30 days from the invoice date or by instalments over seven years, including interest. What a cheek – double our rates and now interest – the amount of interest not specified – all for a private school to have access on a sealed road.
The benefit to residents, including pensioners is very little. The benefit to a multimillion-dollar private school is huge.
Why can’t the school pay for road sealing or place a levy on student fees. I am worried sick.
I would really appreciate some help in this matter as I really don’t know where to turn as there is no way I can afford this.
If the school wants it, let the school pay for it.
